Barga is a monk in the village where Menda's grave is located. He trapped Menda's soul in a grave of superdense stone. Based on the way he delights in the cries of her ghost as he fires arrows into her, he's a complete sadist. Apparently he belongs to a religion based in the Capital. He leaks the destination of travelers who stay at his temple to the Skeleton Highwaymen, who give him a cut of the loot.
